Flower Girl Duties

C and L are going to be in my BIL's wedding this weekend. The photo is from the fitting. I am a little confused about the bottom of the dress. Is it supposed to be all gathered like that? Guess I'll see tomorrow when I pick up the dresses. L is very excited. She just told me that she's very happy to be in the wedding.
